Etsy charges four separate things on a sale, and they are calculated on two different bases. The transaction fee ignores sales tax; the payment processing fee includes it. That split is where most back-of-the-envelope maths goes wrong.

No. The transaction fee is charged on the item price plus shipping only. Sales tax is excluded. But the payment processing fee does include sales tax, so a higher tax rate raises your processing fee even though the money never reaches you.
If Etsy brings you a buyer through off-platform advertising, you pay a fee on that sale: 15% if your shop made under $10,000 in the past year, or 12% if over. Above $10,000 it becomes mandatory. Either way it is capped at $100 per order.

Yes. The 6.5% transaction fee applies to what the buyer pays for shipping as well as the item price. Offer free shipping and you shift that cost into your item price — the fee still applies to whatever you charge.
No. The $0.20 is charged when you publish, and again on each renewal or each sale. A listing that never sells still cost you $0.20 every four months while it stays active.
